13.0.17 Test build for VIEW problem in 16

That worked OK for me (via OPTION /U). And it was after a repair which used a
newly-downloaded file (not the file of the original build 16 install).
Note: After the repair, that newly-downloaded file used for the repair was not
mentioned in any installer-related registry key.

I just updated, from inside tcc started from a quickstart shortcut, so not from TakeCommand, from build 15 to build 17, and the file v.exe si not in the directory. There is a v.chm file, dated 8th of September, while most of other files are dated 9th of September, so I do not know if it is old.
