In help topic iftp.htm, after the syntax for FTP and FTPS connections, the explanatory paragraph says, "The double quotes are required."

There are no double quotes in the syntax lines. I believe it should say something like "If there are spaces or special characters in the FTP or FTPS specification, the entire string must be enclosed within a pair of double quotation marks" or "...must be double-quoted".
