New Shortcut Key box

When entered in the New Shortcut Key box (OPTION dialig), many keys cause a honk() (like Alt-a, Alt-b, ...) ... many don't. Does the honk() mean anything?

It doesn't mean anything to TCC. It's Windows that's honking.
