SHORTCUT command question

The documentation for the SHORTCUT command indicates that all parameters,
except numeric ones (icon offset and mode) and hotkey, must be quoted. Is
this actually required, or required only if the parameter is empty or the
parameter contains special characters, i.e., would the result of
%@quote[parm] work correctly (except for the empty string case)?

The documentation doesn't say they must -- it says:

"Any parameter must be enclosed in double quotes if it includes white space
or other special characters."

And that's true.

The only arguments which should never be quoted are mode & icon offset.
