Everything install forced (sometimes)

There seem to be behavior differences in the installer. When upgrading from B27 to B29, the use of option /u to upgrade displayed the page to install Everything or not. However, when using the installer downloaded from the web site, that page was not displayed and the install of Everything was forced. Why would there be different behavior when the installer is downloaded from the web site?

Not reproducible here.

There is no difference, and the installer is the same regardless of how you download it. (Unless you downloaded the .MSI installer?)

It was the .exe installer. I just did 'tcmd.exe & exit' from the TCC prompt. Would option /u pass any parameters to the installer that could make it behavior differently?
