TCMD31 in Windows 10 Sandbox

I get the error;

PSHELL: The library file is missing or specified functions can't be found.

when trying to run PSHELL in TCMD 31 in Windows Sandbox.

My .wsb file contains;

<LogonCommand>
        <Command>C:\users\WDAGUtilityAccount\Desktop\Utils\TCmdInstall.bat</Command>
</LogonCommand>

...which runs TcmdInstall.bat;

C:\users\WDAGUtilityAccount\Desktop\Downloads\tcmd\v31\tcmd.exe /qn

2/06/2019  13:03          61,136  NSILP_PowerShell.x64.dll

...does exist in the TCMD31 folder.

Can anyone else duplicate this on their system?

My host system is;

E:\Utils>     _x64: 1
   _admin: 1
_elevated: 1

The error is coming from PowerShell - can you run PowerShell outside of TCC?

Yepper, I can run PowerShell outside of TCC.
