Declined Extend Local Lists to include LIBRARY

Libraries are intended to be loaded at startup (like plugins), with the option to use different libraries in different TCC sessions. Making them global would mean (1) overwriting existing library functions whenever a new TCC session loaded and (2) breaking the existing execution model for libraries (which are definitely NOT aliases, even if they look kinda like them).
