The online web help now includes the same translation option (Google Translate) as the forums. Each topic has a combo box to select the desired language at the bottom right corner of the topic.
It's a machine translation, so it's not perfect (particularly when it wants to translate key words), but it should be useful for users with English as their second language.
The HTML help (tcmd.chm) is still English-only.
