That’s a Windows Installer (Microsoft) issue, not TCMD. When we’ve seen this (fortunately rare) occurrence in the past, running the installer again almost always works. If not, you can try downloading the MSI build instead (at https://jpsoft.com/downloads/v19/tcmdx64.msi).
