The operation completed successfully?

This came up in djspits's thread on SHORTCUT. Should the first of these fail (and produce an odd error message) while the second succeeds? The help seems to say that TCC will fully qualify the LNKfile's name.

The SHORTCUT command does not expand the link argument.

The odd error message is because the Windows API is returning an error but not setting it for GetLastError.
