and it exits. This is after updating.

Not reproducible here (or apparently by anybody else thus far).

It's probably your perennial problem with IsLicense50.dll; if that isn't found or fails to register you'll get the expired message. You must have something in your system blocking the IsLicense50 COM registration.
 
Any advice on how to proceed in finding out why?

Though CMD did register the dll fine, it did not seem to fix anything. After
reading back through previous emails on this subject, I uninstalled again,
then used regedit to delete a tcmd key, reinstalled, and now it appears to
behave itself.
