Running services.msc?

I can start services.msc by name from the following unelevated apps without a UAC prompt: StartRun, PowerPro, Powershell.

If I try with TaskMgr, Explorer (double-click), TCC, or CMD, I get a UAC prompt.

Does anyone have any idea why that difference exists?

Aha! My test was flawed. I see now that wherever I run "services.msc" there is no UAC prompt. And wherever I run "s:\services.msc" (s: a permanent SUBST for c:\windows\system32) there is a UAC prompt. Now I'm less curious about the difference.
