Don't wake up external drives on startup

When my 3 external drives are sleeping, TC takes forever to start as it seems to scan (and wake up) each of them. Is there a way to prevent this?

FWIW, the same issue occurs when you have network drives, which results in a fairly painful experience while on VPN over a slow connection.

It would be helpful if a non-blocking approach could be used so that the console app could be started quickly even if some drives are slow to respond.

Anyone know if this behavior has changed in v10?

Also, why scan every drive in the system when all I need to get started is a C:\> prompt???
