According to the help file;

To create a hotkey, select View / Toolbars and Menus / Customize... and open the Keyboard tab.

Is it just me, or is this not applicable to the current version (v27) of TCMD?

It would appear that I can only get to the Keyboard dialog by using the OPTION command, from the TCC Command Line.

You're combining three different things here:
  1. TCC key assignments (not applicable to the Macro Recorder Win+F11, which is in Take Command)
  2. Take Command menu accelerator keys (not applicable to the Macro Recorder Win+F11)
  3. And the Macro Recorder Win+F11 key, which is trapped in a low-level keyboard hook and is not currently redefinable
 
Are you asking about the Take Command dialog, or the TCC dialog? If you want the Take Command dialog, click on this dinkum:

... and choose "More Commands..."
