Ctrl-Shift-Up doesn't update directory history

In HELP EDITING, under "Miscellaneous:"

Ctrl-Shift-Up
Change to the parent directory. The command line will be saved to the history before changing directories.

This keystroke doesn't save the CWD to the directory history before changing directories. Should it?
