copy /w to FTP does not set time stamp

I'm trying to use copy /w to an FTP site to keep a large backup of files on an FTP site with the idea of only sending over updated files. Then I'd pull them down from the FTP to other machines using copy /w. This isn't working.

copy is not setting the last modified time for a file on an FTP. It should be using the ftp command MFMT to set the file time (MSLD can be used to sync time zones or clocks) but instead its leaving the last modified date time to the FTP server's default. Please either tell me what I'm doing wrong or fix TC so copy /w to an FTP works as expected.
