That's an internal error in the Windows Installer. Is it reproducible? (Usually when Windows Installer throws an internal error, it works correctly the next time.)
If it's reproducible, you can try downloading the .MSI installer instead (https://jpsoft.com/downloads/v19/tcmdx64.msi).
