    Fixed TCMD FileExplorer Start-Directory problem

    This TCMD Option here ... ... has no influence. The Start Directory for File Explorer is ALWAYS "Dieser PC" ("This PC" or something like that in english). What is here the problem? PS: TC 19.0.27 x64 on Win 10 Pro x64
